BOLIVIA, La Paz: Residents in La Paz vote on February 21, 2016 to say 'No' or 'Yes' in the constitutional referendum that could allow current President Evo Morales to stay in power until 2025. The referendum seeks to modify Article 168 of the Constitution which attempts to extend term limits to allow the President and Vice President for a new re-election.
