UNITED-KINGDOM, Leeds : Parts of Leeds near the Royal Armouries museum are submerged in flood waters after heavy rainfall hits northern England on December 27, 2015 in West Yorkshire. December 2015 has been the wettest on record for parts of the UK and has seen several communities swamped by rising waters, Met Office figures show. Flood alerts and warnings were issued since the beginning of the month across England and Wales as Storm Desmond, Eva then Frank take hold and bring torrential rain. The leader of Leeds City Council has said the authority had warned the Government that flooding in Leeds was a catastrophe waiting to happen on December 27, 2015.
